Entrance into the CCD has been functionally restricted for anyone trying to enter from the USA.

This is in effort to protect CCD border from potential threats. Access through other regions (e.g. Africa, China) is unaffected. Anyone who is a CCD citizen who attempts to enter into the CCD from the USA will be given additional review, but there will be significant delay. Therefore, any CCD citizen who wants to return home before the functional closure should make haste.

This restriction is enacted at 6 am EST / 11 am UTC on January 1, 2047. It is unknown how long this restriction will last.

Notes for players: there are likely ways to get around these issues for someone with connections, but for the general person, this will be a problem.

The Snow Cataclysm

What was forecast as a severe winter storm has become a historic disaster.

In the early hours of January 12, 2047, Moscow was struck by an unprecedented snowfall. Over the course of six hours, 15–20 meters of snow fell across the city and surrounding regions. Not gradually. Not predictably. It came down fast, heavy, and with destructive force.

By morning, entire apartment blocks were partially buried. Snow folded over rooftops, sealed windows, crushed balconies, and caused multiple structural collapses, particularly in older buildings. Streets vanished entirely. Courtyards and parks became deep white basins. Landmarks were reduced to barely visible shapes rising from the snow.

This was not a normal blizzard. Winds behaved erratically, carving the snow into towering walls and frozen waves. In some districts, accumulation was uneven and extreme, far beyond anything modern infrastructure was designed to withstand.

Timeline

Day -2: Heavy snowstorm forecast. Emergency services placed on standby. Citizens advised to stay indoors.
Day -1: Snowfall intensity exceeds all projections. Monitoring systems begin failing.
Day 1: The majority of snowfall occurs. Visibility drops to near zero. Emergency response becomes severely limited.
Days 2–3: Continued snowfall at reduced intensity. Temperatures plunge.
Day 4: Snowfall stops. The damage remains.

Was This Expected?

Authorities anticipated a major storm, but not the rate, volume, or behavior of the snowfall. Meteorological models failed. Publicly, the event is being described as a once-in-a-thousand-year convergence of Arctic systems. Privately, many admit the storm defied known atmospheric limits.

Impact on Moscow

Infrastructure: Metro access sealed in several districts, widespread power and heating outages, roads fully impassable.
Buildings: Older residential blocks collapse in multiple areas; newer high-rises remain standing but are partially engulfed.
People: Thousands are trapped in homes with limited heat and supplies. Evacuations are slow, dangerous, and incomplete.

Duration and Consequences

The storm lasts four days. Its aftermath will last far longer. Snow removal has become excavation. Some districts may be abandoned.

Tiles & The Central Lattice

This post will explain what's coming, since it's being introduced in game here.

Once the world is unified under the CCD, we will transition from traditional money into a new era of programmable commerce. The CCD Dollar will be retired. In its place will come a system designed not just to facilitate trade, but to govern society at every level.

That system is known as Tiles, and it is overseen by a planetary-scale infrastructure known as the Central Lattice.

The following will explain this system OOC. A second post will explain what the general public will know once it's rolled out world-wide.

Officially, this isn't going to become public knowledge until once the entire world is part of the CCD, and that will probably take a bit more time IRL. Nikolai is focused right now on the USA, but there is still all of Africa and China to contend with.

What Are Tiles?

Tiles are the universal digital currency of the CCD. But unlike legacy currencies, Tiles are not just money—they are behavioral instruments, designed to reward loyalty, enforce ideological compliance, and control access to the necessities of life.

Each Tile is:

Programmable – its value is not fixed, but calculated based on the individual.
Identity-bound – each person’s Tiles are stored in their Vein, and cannot be shared, sold, or inherited without approval.
Conditional – your Tile’s worth changes based on how you live, what you do, and who you are.

The Vein: Your Digital Life

Every citizen has a Vein—a personal, encrypted digital wallet integrated into their Global Identification Profile. The Vein stores all Tiles and continuously syncs with the Central Lattice to assess value, permissions, and trust.

The Vein determines:

How much your Tiles are worth
What goods, services, or locations you can access
Whether your privileges are active, restricted, or revoked

If your Vein is suspended, you are economically invisible.

The Central Lattice: The Nervous System of Control

Beneath the Tile system lies the Central Lattice. A planetary, AI-regulated infrastructure that:

Monitors all transactions and behavior
Evaluates ideological compliance
Adjusts access to resources in real time
Predicts unrest, and preemptively tightens control in sensitive areas

The Lattice is powered by LedgerGate, a predictive AI framework maintained by the Volthstrom banking dynasty, under the authority of the Ascendancy.

Physical Tiles

While most citizens interact with Tiles digitally, a rare and select class of physical Tiles exists crafted from titanium alloy infused with micro-reactive circuits.

These Tiles are:

DNA-encoded to their owners
Used as identity keys, not cash
Carried by high-ranking CCD governors, Volthstrom legacy holders, and the Ascendancy himself
Indestructible by normal means and capable of executing Lattice overrides, granting special access, or activating hidden systems
Extremely high value. To see one in person is to be in a state of disbelief of its presence.

Sovereign Tile:

Held by The Ascendancy only.
Absolute override of the global Lattice

Dominance governors, select elites
Region-level override & Vein control

These objects are rarely seen in public, but their presence is felt—like a king’s seal, or a god’s fingerprint.

Phantom Tiles & Keystones (Hidden Access)

Unknown to the public, Phantom Tiles exist—currency units outside the official Lattice, used by high-ranking elites and covert agencies for:

Untraceable operations
Internal CCD politics
Asset manipulation and legacy banking structures
Select Volthstrom bloodlines possess Keystones—ancient access codes hardwired into the Lattice, capable of bypassing normal controls. The bloodlines inspired the name of "Veins".

Can a Tile Be Stolen or Gifted?

Yes—but only under specific conditions.

Tiles are non-transferable by default. They are encoded to a citizen’s Vein (digital identity wallet).
All transfers of Tile value must be approved by LedgerGate, the Central Lattice’s regulatory AI.

Approved transfers are typically limited to:

State-sanctioned gifting programs (Unity bonuses, end-of-year tax awards)
Inheritance claims (under verified circumstances)

Any unapproved or suspicious transfer flags both parties for Lattice review.

? 1. Identity Hijacking (Vein Theft)

Sophisticated hackers or internal operatives can spoof a Vein identity, allowing them to access someone’s Tile stream as if they were the rightful owner.

This is rare and extremely dangerous—doing so triggers automated security sweeps, and the LedgerGate system may retaliate with:

Financial freezes
Access lockdowns
Physical retrieval squads (for high-value cases)

Used by elite thieves or black-ops teams, usually tied to Volthstrom shadow operations.

? 2. Legacy Tile Theft

Physical Tiles (titanium alloy) are harder to track. If stolen, they can theoretically be used—but only if:

The thief has compatible biometric or DNA markers (e.g., from a related bloodline)
They have access to illicit Lattice rewriters (found only in resistance enclaves or black labs)

Some physical Tiles carry dead-man switches—if stolen, they auto-destruct or deactivate unless re-verified within hours.

This makes someone with unknown bloodline access who could use a stolen (or inherited) Legacy Tile without triggering alarms.

? 3. Shadow Gift Chains

Underground networks will create illegal “Tile Gift Chains”—temporary identity-sharing proxies that let a donor temporarily boost another’s Tile access.
These are time-limited and highly illegal. If detected, both Veins are frozen.
Used in emergencies (e.g., paying for medicine, buying restricted transit) or as a method of quiet resistance.

Club Closed Amid Drug Scare

Last night several ambulances were reportedly called to a downtown Moscow club following reports of mass hysteria. Fifteen people were taken to hospital, with one in critical condition. Custody police suspect involvement of the illegal drug ‘P’ which is known to invoke a dangerous hallucinatory state in users. No drugs were found on the scene.

The club remains closed pending further investigation.

Earthquake devastates Southern Pacific

Indonesia issued a tsunami warning within minutes of a sudden 10.1 magnitude earthquake. This comes on a frightening pattern similar to the 10+ scale earthquakes experienced in the 2020’s. Prior to the 20’s, scientists predicted these supra-scale quakes to occur at least every 10,000 years. It is quite disturbing that another has broken so soon after the previous devastating events.

The warnings were issued in Indonesia, the Phillippines, Timor, and Australia’s northernmost territory. Tsunami watches were automatically extended as far as Jakarta, Sumatra, and Singapore. The Pacific Rim nations are expected to experience devastating tsunami for several days. The death toll is estimated to be more than a million due to instant damage, and untold scores in addition over the coming weeks due to illness, starvation, and other secondary effects unless immediate intervention is taken.

Ascendancy Brandon was in Tokyo when the news broke. He has yet to make a public announcement beyond a generic decree of sorrow and best wishes for Custody’s Pacific neighbors. The most likely source of aid would be from the United States and Australia proper, but the USA is disrupted by the recent announcement of Texan succession. Chinese leaders have offered vague, noncommittal statements similar to the Custody.

Fragmentation

Sequence of events as they take place in the fragmentation of the USA.

1. USA diplomatic delegation arrives in Moscow. The junior member on the delegation was US Representative Evelyn Avalon, a pro-CCD Democrat ally.

2. Upon return to the USA, Representative Avalon changes her stance from pro-CCD Democrat to pro-Annexation Democrat.

3. Representative Avalon co-sponsors a Bill to resubmit annexation before the House. While the subcommittee debates the inclusion, an announcement is made that interrupts their vote.

4. Texas Governor announces the intention of legal cessation of Texas from the USA.

5. The nations of South America petition to join the CCD. They will become Dominance VIII.

And thus the world was changed

Some big announcement was on the way from the Kremlin. The CCD owned media outlet was set up with as much pomp and circumstance as they did when news was last released about the procurement of a new Dominion. Some theorized such was the case now: Australia perhaps was rather inert and easy to sweep into CCD control; or maybe South America's volatile state was finally ripe for reaping.

The Ascendancy's symbol was everywhere; all the reporters were drowning in the orange and black glow. Whispers were thick as well. Nobody really speculated a Dominion was joining the Custody; however, something was happening.

"Good evening,"
the direct voice of the Ascendancy began, and all ears, here and around the globe, were tuned to listen.

"There has been speculation of late regarding the unusual phenomena we have observed for some time now. Reports began to intensify following the campaign in Dominance V. Afterward, similar scenarios were reported around the world on both the large and small scale. Most recently, a threat was positioned at Moscow itself in the form of a troubled young man seeking to gain our attention. He succeeded, although he lost his life to do so. Too many lives have been lost so far. Death is not something I covet for our enemies; I never have. It is time we take a more direct action to prevent further tragedies."

He paused to take a breath, but if he was unsteady, it was only to be seen by the passage of still seconds. The breath before the storm to be unleashed.

"Allegations of magic; of powers unseen by some and experienced most intimately by others; stories that defy science and logic. They are all true."

"There are young men and women among us with the capability to wield these powers. Some use them at will, others are oblivious to their connections and strike out blind and accidental. There are individuals with mal-intent and individuals pure of heart."

"The ramifications of this discovery are yet to be known; but the CCD is committed to understanding the dangers these individuals may pose and safe-guarding the population as needed."

The room, indeed the world, was frozen with shock. Less so that these rumors were true, but more that the government was admitting their truth. But for what was to come next, the earth was about to shake in comparison.

"These individuals are always young men and women; approximately thirty years or younger. They may be your neighbors, your friends, or your family. They are linked to the Sickness, and the Sickness linked to their genetics. Thus, it is believed the infection is not an infection at all, but rather a manifestation of these powers poisoning their system until it acclimates. Some individuals survive this process; others succumb."

"And I am one of them."
The bomb dropped. He met the eyes of those that stared back, unable to divert their gazes. Unable to do much at all but stare.

News runs wild about a young MSU student named Theo Andlain, who claims to be a user of magic, survivor of the Sickness, and terrorist laying waste to Moscow life and property recently. His bold claims come on a private internet channel that has thus far been unable to lead to exact whereabouts. However he is not hiding. In fact, he calls for those of his kind to rally to his position - that he can save their lives, teach them their magic, and work wonders.

He, and those in his group thus far, won Moscow's attention this week when they coordinated public displays of their power, first on a city highway, at the airport, and finally directly in front of Custody police. Theo regrets the loss of life and property, but claims the extreme acts were necessary to win the attention he needed.

He says he will continue to organize terrorist acts until the government acknowledges the truth. Until then the entire Custody argues whether he is a villain or a hero.

PC's may encounter members of his group in play, and certainly encounter the results of their actions. The Atharim and Custody intelligence are certain to be hunting him down meanwhile.

Nuclear reactor melts, Ohio in panic

Immediate News release

At 8:45 P.M. Eastern Standard Time, eight hours after the final breakout session of the World Leaders' Energy Summit - three days of negotiations and talks between Mexico, the USA, Canada, and the CCD about the future of the energy trade industry - emergency crews reported a fuel rod meltdown in all four of the Dayton, Ohio plant's reactors; followed six hours later by plant explosions. Fourteen plant workers, seven emergency responders, and four civilians died within hours of the accident.

Mitigation measures were immediately underway, but within hours after the first anomaly was detected, the incident was upgraded in severity to that of disasterous consequences. By midnight, radioactivity was detected external to the compound.

At 3:21 A.M. EST, the increasing pressure from hydrogen gas produced in the chemical reaction between the melting fuel rods and leaking coolant triggered explosions which destroyed exterior walls. Experts explain that the immediate decrease in pressure within the interior vessel indicates a substantial breech in containment integrity. Tests immediately began to monitor the detection of environmental radioactivity.

INES, The International Nuclear and Radiological Event Scale, reports the Dayton accident as that of level 7 in severity: indicating widespread health and environmental effects due to external release of reactor core inventory requiring implementation of extended countermeasures. The Dayton disaster has officially been deemed a "major accident."

The Emergency Broadcast System was implemented at 3:53 A.M. EST, mandating immediate evacuation of a 10-mile radius surrounding the plant, affecting approximately 60,000 people.

At 6:17 A.M. EST, a 100 mile radius containment zone was initiated, mandating all persons within the zone seek interior shelter to diminish their exposure. Everyone from the region of Columbus, OH to Indianapolis, IN have been ordered indoors as sheltering can reduce exposure up to 10-fold. However, it is estimated that up to half a million people will exposed to the supra-threshold levels for radiation sickness in the coming days. Early estimates place the loss of civilian life in the thousands.

The cause of the accident is unknown. "This is not a station blackout," Kevin Bressen, a reactor analyst from IENS said. "The type of accident which is occuring in Dayton is unprecedented. Common cause accidents usually entail a loss of on- and off-site AC power leading to coolant malfunction. In the Dayton case, coolant circulation remained operational until the explosions."

Fortunately, all nuclear reactions were shut down by insertion of control rods before the first explosion. However, the current threat of radioactivity comes from decay heat still leaking from the cores. The fallout is anticipated to leak into the atmosphere for several more weeks.

The newly patented thermoabsorptive Liquigel Coolant systems remained stable, officials report. However despite continuous operation, the interior reactor vessel continued to overheat. Melting radioactive puddles slumped to the bottom of the vessels, quickly melting through the containment floor which also appeared compromised. It spread as a molten pool -- like lava -- to the edge of the steel shells and melted through in less than an hour.

To date, The largest accident by a nuclear reactor meltdown within the United States was that of a level 5, an "accident with wider consequences" during the Three Mile Island exposure. A cooling malfunction combined with worker error led to partial meltdown of the reactor rods, forming a radioactive puddle at the bottom of the vessel. However as the vessel remained intact, exposure was contained, though some radiation did escape the plant into the surrounding environment.

The 1986 Chernobyl accident was far more devastating; a power surge caused an explosion in one of the plant's reactors which released huge doses of radioactive fallout into the air. Two plant workers died within hours; 28 more died in the following months from radiation poisoning. The fallout from Chernobyl was widespread, and the health effects of the disaster remain difficult to quantify. Within 24 hours, the Dayton Disaster has already dwarfed that of Chernobyl.

The Ascendancy to visit USA

The CCD and USA have started a constructive dialogue toward the goal of a world without terrorism, a stronger global economy, and peace and stability in South America. To facilitate these mutual goals, the Moscow Kremlin officially confirmed today that the Ascendancy will travel to Washington DC for a three-day summit. Sources close to the Kremlin report both the Canadian Prime Minister and Mexican President will also be in attendance. The Ascendancy's last visit to USA soil was twelve years ago.

Critics state the Summit is poorly timed what with the USA's proud construction of two new nuclear power plants: one already running in Southern Georgia, while the second, near Dayton, Ohio, should become fully operational next month. Proponents state the Summit is a chance to demonstrate American independence from CCD energy, proclaim the future of cleaner energy, and celebrate American ingenuity.

However, the market predicts the relationship between the CCD domestic supply of fossil fuels with foreign marketplaces may deteriorate if the trend toward nuclear power continues. Despite safety concerns, three more nuclear reactors are set to open in the next five years in the United States. To cement the Ascendacy's support of the initiative, Moscow has proposed the Summit take place in Dayton, the heartland of America.

CCD merc economy jumps last legal hurdle

The Ascendancy formalizes law which allows the energy industry to maintain extensive armed security forces. This reflects a steady rollback of previous efforts to cut down on the proliferation of private security forces, but may also reflects promising interest in moving into the global private military services industry.

The 2030's saw a massive expansion in the private security sector as well as the emergence of virtual corporate armies. However, since the CCD rise to power, there has been a steady campaign to consolidate and control the non-state security sector. The private security industry, which is worth over $20 billion a year, has far fewer rights to use lethal weapons, while corporate protection services are similarly limited.

However, the energy sector, it should be noted, has traditionally had greater leeway in the CCD, reflecting both its power within the political system and also its need to secure facilities and pipelines which are often remote and sometimes in volatile regions. In 2032, Kremlin-owned companies were allowed to issue lethal weapons to their security personnel. However, the new law will free them of final constraints, including on the scale and use of lethal weaponry to nearly match that of the Armed Forces.

This follows a pattern of a gradual return to the militarization of the economy. Now, the Ascendancy indicates that his government is reversing its previous policy and supports the creation of CCD private military companies — mercenary organizations — as “a way of implementing imperial interests without the direct involvement of the government.”

Heart doctor beats cardiac patient

A local physician is under investigation for apparently beating a patient who had just undergone cardiac surgery, investigators report. The patient reportedly escaped soon after the incident.

A surveillance video has since circulated evidently showing the physician closing a curtain around the room and proceeding to punch the patient in the head and beat him on the chest.
