Deputy-Consul to the Ascendancy. He is the leader of all Consuls in the Executive office of the Ascendancy. He is effectively the second in command of the CCD. He reports only to the Ascendancy.
His second is the Under-Consul.
A stern and unyielding man. Viktor is extremely loyal to Ascendancy.
